Because in Windows Server 2008 you cannot enable AD Recycle bin with Active Directory Administrative Center.

Enable Active Directory Recycle Bin Using ADDC

Now the Active Directory Recycle bin has been enabled and you can restore deleted AD objects after this.

How to Restore Deleted Active Directory Objects?

To test and restore deleted objects, try to delete some AD objects from Active Directory Users and Computers.

1. Go to Active Directory Users and Computers and delete some objects like User name and Groups.

2. From Active Directory Administrative Center, expand domain and click Deleted Objects. You see the deleted objects now.

4. Now go to ADUC, the deleted objects must be restored…

Note: The deleted active directory objects before enabling active directory recycle bin won’t be restore-able. Because they are removed permanently.
